772Project: Route 722/283/State Road Interchange Improvement

The Challenge:
East Hempfield Township is a growing, affluent township northwest of the City of Lancaster. The SR 283 interchange with SR 722 and State Road provides access to and from the cities of both Lancaster and Harrisburg and points in between. Today, traffic at this interchange has grown to the point that the combination of heavy volumes and conflicting turning movements has created an unsafe condition.  For over five years funds had been set aside by the Metropolitan Planning Organization to improve the interchange; however, no engineering or environmental studies had been initiated.

Taggart Approach:

  • Provide complete project management services to the township for the duration of the project, leading the consultant selection process and overseeing all technical work and studies
  • Review information generated by the consulting team and discuss with the Township Manager to ensure his complete comprehension of the project and process
  • Administrate the collection of data and maintain all required technical files, as well as the review and verification of invoices and progress reports
  • Facilitate all public outreach and public involvement aspects of the project including:
    • Coordinate public meetings with the consulting team, township, and PennDOT
    • Provide ongoing updates to the Board of Supervisors
    • Organize and represent the township at all meetings, conferences calls, and other project-related events
  • Provide support and guidance for the financial packaging of the project
  • Conduct the required PennDOT technical file review
  • Review all invoices and progress reports and recommend action to the Township Manager

Results:
Environmental approval is expected by the end of 2009.  Final design is projected to start during the first quarter of 2010.
