Taggart Associates - Case Studies

Amtrak Taggart ProjectProject: Amtrak Station Renovations, City of Lancaster, Pennsylvania (updated as of January 11, 2010)

The Challenge:
County planners worked for more than five years to complete architectural plans to modernize Amtrak’s 22nd busiest station in the U.S.  Insufficient funding and bureaucratic issues added years to the approval process without clear progress toward resolution.  Many participants became pessimistic about the likelihood to resolve.

Taggart Approach:

  • Identify and meet with all major stakeholders to understand issues
  • Create an approval strategy consistent with both Amtrak and PennDOT requirements
  • Work with team architects and engineers to create and execute a realistic technical scope of work and schedule
  • Monitor all technical work
  • Work with federal, state, and local entities to generate a realistic budget and find new funding sources to meet the construction needs

Results:
In less than three years, participants regained their optimistic attitude, the project met technical requirements, and a contract for the construction of the $12 million improvements was awarded in April 2009. Construction began in late 2009 and is expected to be completed in 2011.
